Agreement Signed for Al-Faw Refinery Project

The preliminary principles agreement for the Al-Faw investment refinery project has been signed in Baghdad.

The refinery will have a capacity of 300,000 barrels per day, while the petrochemical complex will be able to produce 3 million tons [per annum?].

The Minister of Oil, Ihsan Abdul-Jabbar Ismail, said that this project will enhance the role of Iraq in manufacturing and petrochemical industries and contribute to sustainable development, adding that this contract is valued at 7-8 billion dollars.

The contract was signed by the Director General of South Refineries Company (SRC) Hussam Hussein Wali,  on behalf of the Ministry of Oil, and Yu Fang Chunk, General Manager of Hualu, on behalf of the Chinese side.

Hualu Engineering & Technology is majority controlled by China National Chemical Engineering Company (CNCEC), and describes itself as “an international engineering company proficient in providing project services such as investment and financing, consulting, technology research and development, engineering design, procurement, construction management, commissioning supervision, and plant operation and maintenance.”

Petrofac Wins Contract Extension in Iraq

Petrofac has announced that its Engineering & Production Services division (‘EPS’) has secured a one-year contract extension worth around US$80 million with a key client in Iraq.

While not mentioning the specific project, the company said:

“The award is recognition of Petrofac’s successful eight-year track record of safe delivery as the incumbent operations and maintenance service provider.

“The facility which Petrofac will continue to manage, is one of the largest in the Gulf and handles around 55% of Iraq’s crude oil exports.”

Basra Oil Company (BOC) awarded Petrofac the operations and maintenance (O&M) contract for its Iraq Crude Oil Export Expansion Project (ICOEEP) at Fao [Faw] Terminal in 2012.

Steve Webber, SVP Operations EPS East, commented:

“This contract extension strengthens our long-term client partnership. Since the start of our involvement in 2012, we have supported this facility to export over 4 billion barrels of oil. Our teams in Iraq have an impeccable safety record and the use of innovative solutions have been at the heart of our delivery model. We look forward to supporting our client to maintain the best-in-class operation of this important national asset.”

Petrofac has been providing services in Iraq since 2010, involved in a range of greenfield and brownfield projects in the country worth more than US$1 billion.

Iraq to Build 5 New Refineries

The Iraqi Ministry of Oil has reportedly announced that it will select a number of international investment companies to build five new refineries around the country:

  1. Kirkuk with a capacity of 70,000 barrels per day (bpd);
  2. Wasit capacity of 140,000 bpd;
  3. Nasiriyah capacity of 140,000 bpd;
  4. Basra card 140,000 bpd; and
  5. al-Faw capacity of 300,000 bpd.

According to Asharq Al-Awsat, the Ministry is financing Karbala refinery which is about 78 percent completed, and once it is fully constructed, it will provide about 9 million liters per day of high-quality gasoline, in addition to various oil derivatives in accordance with international standards.

China’s CNOOC to Survey 2 Exploration Blocks

Iraq’s Ministry of Oil has signed a contract with the China National Offshore Oil Corporation (CNOOC) to carry out seismic surveys of two oil exploration blocks.

One of the fields is in the territorial waters of Iraq in the Gulf, while the second in the city of Faw (Fao).

Chinese Companies Win Al-Faw Projects

Iraq’s Ministry of Oil has awarded the Al Faw [Al Fao] refinery and petrochemicals project to two Chinese companies.

In a statement, the ministy named the companies as Power China and “Nerco Chinese Companies“.

Mr. Assim Jihad, the spokesman of the Ministry,  said the refinery will have a capacity is 300,000 barrels/day.

He added that the project contains an integrated complex for petrochemicals, in addition to another facilities near the export port in Faw.

The ministry is planning to become self-sufficient in oil products by investing in the refining sector, and to become an exporting country.

Invitations will soon be issued to investment companies to participate in the Anbar refinery (150,000 bpd), Qayara refinery (10,000 bpd), and Thi-Qar [Dhi Qar] refinery (150,000 bpd), in addition to other projects to be announced soon.

Petrofac wins $160m Iraq Contract

Petrofac’s Engineering & Production Services (EPS) division has secured an award worth US$160 million from Basra Oil Company (BOC), previously known as South Oil Company (SOC), for its Iraq Crude Oil Export Expansion Project (ICOEEP).

The new two-year extension reflects Petrofac’s continued delivery focus and five-year track record as the incumbent operations and maintenance service provider.

The facility, which is responsible for a significant proportion of Iraq’s oil export, is located 60 kilometres (km) offshore the Al Fao Peninsula in Southern Iraq. It comprises a central metering and manifold platform and four Single Point Moorings (SPMs) which facilitate oil export onto awaiting crude carrier tankers.

In addition, Petrofac is responsible for almost 300 km of subsea pipelines,1800 metres of subsea hose infrastructure and a marine spread comprising 14 vessels.

Mani Rajapathy, Managing Director, Engineering & Production Services East, said:

“We are delighted to continue with our role in support of this key crude export facility. Since the start of our involvement in 2012, we have exported more than 2.2 billion barrels of oil while retaining an impeccable safety record. We have also remained focused on adding value for our client through the deployment of innovative and differentiated solutions.”

Ihsan Ismaael, Director General, Basra Oil Company, said:

“Petrofac is a key partner for BOC. The team has supported us over the last five years to significantly increase export from the ICOEEP facility and we look forward to continuing our relationship into 2019.”
